As of 1st July 2021, when a brand new, renewed or varied contract is signed on a Silverstream rental property, all Healthy Homes compliance work must be completed within 90 days.

Healthy homes matter

Why is Healthy Homes Compliance so Important?

A majority of households rent homes in New Zealand and Silverstream, and research suggests that rental houses tend to be older, colder, are not as effective heating and are of lower quality than homes that are owned by the owner.

Cold, damp and mouldy houses are linked to negative health outcomes, particularly for ailments like colds and influenza, asthma, and cardiovascular conditions. In addition, people who experience at least four key home quality issues often suffer from low life satisfaction and reduced psychological well-being.

Enhancing the quality of Silverstream rental property can help tenants enjoy better mental and physical health as well as lessen disruptions to their work, education and daily life due to illness. Your investment will also be better protected from mould, mildew and damp damage, meaning lower maintenance costs in the long-term.

The Healthy Homes Standard is a set of specific and minimal standards for heating, insulation Ventilation, Moisture Ingress and Drainage, as well as Draught-stopping in Silverstream rental properties.

Unreasonable Gaps & Holes

Draught Stopping Silverstream

Draughts are a major cause of less temperature in households. A damp house will cost more to heat, meaning wasting money and energy.

If a draught can be felt from unreasonable gaps or holes that it requirements to be sealed.

What are the most unreasonable gaps or holes?

If you are able to feel external air flowing in or the air is clear from a crack or a gap, then it’s most likely a gap or hole that needs sealing in somehow. Large gaps and cracks should be sealed permanently. Gaps greater than 3mm that let air in or out of the house require the sealing. For example, if the open fireplace isn’t used it may cause draughts and should be sealed off. Landlords and property managers are responsible for making sure that these draughts are stopped in the maximum extent imaginable.

You don’t require to cover up gaps or holes which are part of the building. For instance, small gaps around doors and windows could be required to allow for movement within the building as the household is heated and cools in order to let them be opened and closed rather than sticking. We will test the windows and doors in the Healthy Homes assessment of your rental property.

Heating Silverstream

Silverstream rental properties must have a fixed source of heat that can heat the largest or main living space to a minimum of 18degC, even on the most coldest days of the year. This is the minimum temperature indoors recommended by the World Health Organisation for people’s physical well-being and mental well-being.

The source of heating requirements to be fixed (i.e. not portable) that is, at least 1.5 horsepower in capacity, and it must have the minimum requirement for heat capacity for the main living room. The Heating Assessment Tool can be used to determine if the existing fix heater(s) are sufficient or if you’ll need to "top-up" with an additional heater. Fires that are open and unflued heaters like portable LPG bottle heaters aren’t considered acceptable heating options under those following the Healthy Homes Standard.

If the heating system you provide is an electric heater or heat pump, it needs to be equipped with the thermostat. This will help make the heating more consistent and effective. In most houses, larger fixed heating systems such as heat pumps, wood burners pellet burners, flued gas heaters are necessary. However, in some cases like small apartment buildings the smaller fixed electric heater may be sufficient.

If your living space already has a fixed heating source, like heat pumps, it could need an upgrade to be able to meet the standards. Some types of heaters can’t be used to achieve the standard since they’re either not efficient, cost prohibitive to operate or are unsafe to operate.

Living rooms, bedrooms, kitchens, and dining rooms are considered liveable spaces. Spaces that connect, such as the hallway are not considered liveable and therefore do not need an opening window or door.

Each window, door or the skylight requirements at least to open to the outside, and stay set in an opening position, allowing to circulate fresh air as well as air flow.

Bathrooms, kitchens, and any other room in your property with a bath, shower and cooktop or another water-generating appliance will need adequate extractor fans that can be vented to the outside. We offer a Healthy Homes Assessment service will verify that there is enough ventilation in each livable space and will also check for the proper extractor fans in areas with high moisture.

Insulation Silverstream

The insulation of the ceiling and underfloor is a requirement for all rent homes since 1 July 2019. All landlords and property managers should make sure that the insulation meets the new standard. In certain situations, the an existing insulation on the ceiling or in the sub floor space may require to be added or replaced.

A well-insulated property will reduce the risk of condensation and reduce the chances of mould and dampness, and will also make much easier for the household to retain the heat.

Insulation needs to meet the R-values required for your area

The "R" signifies thermal resistance, and it is a measurement of how well insulation resists heat flow. The more R-value is higher, the better the insulation.

  • Zone 1 Zone 1 Auckland & Northland - ceiling R 2.9 in the underfloor, 1.3
  • Zone 2 – the rest of North Island except Taupo and the Central Plateau – ceiling R 2.9 and underfloor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3, underfloor R 1.3

Silverstream Moisture Ingress & Drainage

The security of your rental home from the effects of moisture isn’t just a matter of what’s inside the building but you must ensure there is somewhere for surface, rain and underground water to flow and also stop it from getting into the building. When it comes to moisture and damp it’s typically what you don’t see that could be a huge problem, causing damage to your investment and affecting your tenant’s well-being.

Properties that are rented must have effective drainage to get rid of rainwater, storm water and ground water, which includes an appropriate outfall or runoff. Making sure that water has a location to go, and it can’t linger underneath the structures is an crucial aspect of maintaining your property’s dry.

In addition to a drainage system to prevent the ingress of moisture, if your property has an enclosed space between your flooring and soil, a ground-water barrier must be constructed if it is reasonably practicable to install it.

An underground moisture barrier usually made of polythene and is laid on top of the ground, to block any moisture present in the ground from accumulating into the building. It also helps prevent water damage to the floor insulation.
