Tenancies signed between 1 July 2019 and the 30th June in 2021

  • The insulation of the ceiling and underfloor is mandatory in all Te Marua and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement should be included in any renewal, new or amended tenancy agreement.
  • Property managers and landlords are required to keep records that prove compliance with each Healthy Homes Standards that apply or will be applicable during the tenancy of their rental properties.

From 1 July 2021

  • Private landlords and property managers must ensure that their rental properties are in compliance in accordance with Healthy Homes Standard within 90 days of any newly renewed, extended or changed tenancy.
  • All boarding households (except Kainga Ora and Community Housing Providers with registered boarder household tenancies) must meet the Healthy Homes Standard regardless of the date when the tenancy started.

Beginning 1 July 2023

  • All households which are rented from Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must meet the Healthy Homes Standards regardless of when the tenancy began.

From July 1st 2024

  • All rental homes must comply with the Healthy Homes Standards regardless of when the tenancy began.
