Fines for Failing to Comply

Totara Park Healthy Homes Compliance Timeframes

Tenancies that were signed between 1 July 2019 and the 30th June in 2021

  • The insulation of the ceiling and underfloor is mandatory throughout Totara Park and New Zealand rental houses where it’s reasonably practicable to install.
  • A Healthy Homes Declaration of Intent, an Insulation Statement and an Insurance Statement must be included with any renewal, new or varied tenancy agreement.
  • Property managers and landlords are required to keep records to demonstrate compliance with the Healthy Homes Standard that apply or will be applied during the tenancy of your rental home.

Starting 1 July 2021

  • Private landlords and property managers must make sure that their rental properties are in compliance according to Healthy Homes Standard within 90 days of a renewal, new or a change in lease.
  • All boarder homes (except Kainga Ora and Community Housing Providers with registered Boarding house tenancies) must meet the Healthy Homes Standards regardless of the date the tenancy was started.

From 1 July 2023

  • All houses rented by Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must comply with the Healthy Homes Standards regardless of when the tenancy began.

From 1 July 2024

  • All rental homes have to meet the Healthy Homes Standards regardless of when the tenancy began.

Heating Totara Park

Totara Park rental properties should have a permanent source of heat that is able to heat the main or largest living room to at least 18degC even on the coldest winter days. In most houses, larger fixed heating systems such as heat pumps, wood burners, pellet burners or flued gas heaters are necessary. Ventilation Totara Park
